What is “governance”?	አስተዳደር
The term governance often gives rise to confusion because it is (erroneously) assumed that it must refer solely to acts or duties of the government.	አስተዳደር የሚለው ቃል ብዙውን ጊዜ ግራ መጋባት ያስከትላል ምክንያቱም በመንግስት ተግባራት ወይም ተግባራት ላይ ብቻ ማተኮር አለበት ተብሎ ስለሚታሰብ ነው ፡፡
Of course, governments do play an important role in many kinds of governance.	በእርግጥ መንግስታት በብዙ የአስተዳደር ዓይነቶች ውስጥ ወሳኝ ሚና ይጫወታሉ ፡፡
However, in fact, the concept is far broader, and extends beyond merely the State.	ሆኖም ፣ በእውነቱ ፣ ጽንሰ-ሐሳቡ በጣም ሰፋ ያለ ነው ፣ እና ከስቴቱ ባሻገር ይሰፋል።

Don McLean points out that the word governance derives from the Latin word “gubernare”, which refers to the action of steering a ship.	ዶንማክሊን ጠቁመው “አስተዳደር” የሚለው ቃል የመጣው የመርከብ መሪውን እርምጃ የሚያመለክተው “ጋሻየር ከሚለው የላቲን ቃል ነው ፡፡
This etymology suggests a broader definition for governance.	ይህ ሥነ-መለኮት ለአስተዳደራዊ ሰፋ ያለ ትርጉም ይሰጣል ፡፡
One important implication of this broader view is that governance includes multiple tools and mechanisms.	የዚህ ሰፊ ምልከታ አንድ አስፈላጊ አንድምታ አስተዳደር አስተዳደር በርካታ መሳሪያዎችንና አሠራሮችን ያካትታል ፡፡
Traditional law and policy are certainly among those mechanisms.	ባህላዊ ሕግ እና ፖሊሲ በእርግጥ ከእነዚያ ስልቶች ውስጥ ናቸው ፡፡
