Derecho penal es la rama del Derecho Público que regula la potestad punitiva del Estado, asociando a hechos, estrictamente determinados por la ley, como presupuesto, una pena, medida de seguridad o corrección como consecuencia.	Criminal law is the branch of public law that regulates the punitive power of the State, attaching a penalty, security or corrective measure to facts strictly determined by law.
Cuando se habla de derecho penal se utiliza el término con diferentes significados, de acuerdo con lo que se desee hacer referencia; de tal modo, puede hablarse manera preliminar de un Derecho penal sustantivo y, por otro lado, del Derecho penal adjetivo o procesal penal.	When speaking of criminal law, the term has various meanings, depending on the intention; thus, we can speak of substantive criminal law or of adjunctive or procedural criminal law.
El primero de ellos está constituido por lo que generalmente se conoce como código penal o leyes penales de fondo, que son las normas promulgadas por el Estado, que establecen los delitos y las penas, mientras que el derecho procesal penal es el conjunto de normas destinadas a establecer el modo de aplicación de las mismas.	The first one consists in what is generally known as the criminal code or substantive criminal laws, which are the rules enacted by the State, establishing crimes and penalties. The criminal procedural law is the set of rules establishing the way in which the former are applied.
